Immigration victory?

County supervisor, Mary Jo Wilcox, reads to a crowd in front of the state capital. The Supreme Court had just ruled on Arizona's controversial immigration law. It seemed that both sides claim some sort of legal victory, even though, major provisions were thrown out.
